In July 2025 Vietnam merged its 63 provinces into 34. Merged provinces keep their old area codes in parallel until the ministry announces a switch, so a Binh Duong number on 0274 (now part of Ho Chi Minh City) still connects as written.
Codes that get mixed up with +84
+86 is China and +82 is South Korea. Cambodia (+855) and Laos (+856) are next door with codes that start with 85, so check the second digit.

My Vietnamese contact's old number has 11 digits. How do I call it?
Use the new 10-digit number. In 2018 Vietnam moved all 11-digit mobiles to 10 digits: the old four-digit prefix became a three-digit one and the last seven digits stayed the same. For example, 0168 became 038 and 0120 became 070, so 0168 123 4567 is now +84 38 123 4567.
Do old Hanoi numbers starting 04 or Saigon numbers starting 08 still work?
No. Since 2017 Hanoi's code is 024 and Ho Chi Minh City's is 028. The local number did not change, so 04 3825 1234 is now +84 24 3825 1234.
