Can I call a Thai hotline like 1155 from abroad?
Usually not. Four-digit hotlines starting with 1, such as 1155 for the Tourist Police, have no area code and only work from phones in Thailand. Ask for the organization's regular number, which starts with 0, and dial it as +66 without the 0.
Why won't my call to +66 go through?
Check three things: you left out the leading 0, you have 9 digits after +66 for a mobile or 8 for a landline, and you dialed 66, not 65.
