Quick answer: +998 is Uzbekistan. Every Uzbek number has 9 digits after +998: a 2-digit code, then 7 digits. There is no trunk prefix to drop. Example:
+998 90 123 45 67.
How to dial Uzbekistan
| Calling from | Dial |
|---|---|
| Any mobile phone | +998 + 9 digits |
| Russia landline | 8, wait for the tone, then 10 998 + 9 digits |
| Germany, Turkey or UK landline | 00 998 + 9 digits |
| US or Canada landline | 011 998 + 9 digits |
Uzbekistan has no trunk prefix. People write numbers as the 2-digit code plus 7 digits, like 90 123 45 67 or 71 234 56 78, and you dial exactly that after +998: +998 71 234 56 78.
Mobile and landline numbers
Mobiles use operator codes instead of area codes. Most start with 9 (90, 91, 93, 94, 95, 97, 98, 99), and newer ranges include 33, 50, 77 and 88.
Landlines have a 2-digit regional code followed by 7 digits.
| City | Area code in Uzbekistan | From abroad |
|---|---|---|
| Tashkent | 71 | +998 71 xxx xx xx |
| Samarkand | 66 | +998 66 xxx xx xx |
| Bukhara | 65 | +998 65 xxx xx xx |
| Fergana | 73 | +998 73 xxx xx xx |
| Andijan | 74 | +998 74 xxx xx xx |
| Namangan | 69 | +998 69 xxx xx xx |
| Qarshi | 75 | +998 75 xxx xx xx |
| Urgench | 62 | +998 62 xxx xx xx |
| Nukus | 61 | +998 61 xxx xx xx |
Most codes starting with 6 or 7 are landlines, but 77 is a mobile range, so +998 77 is a mobile. 70 is the Tashkent Region landline code and 71 is Tashkent city.
Codes that get mixed up with +998
+996 is Kyrgyzstan, +992 is Tajikistan and +993 is Turkmenistan. All are neighbours in the same block of codes, so check the last digit.

FAQ
Older guides say to dial 8 first. Is that still right?
No. Uzbekistan uses a closed numbering plan with no trunk prefix, and the old 8-10 international prefix has been replaced by 00. Dial +998 and the 9-digit number, nothing else.
Why won't my call to +998 go through?
Check three things: you have exactly 9 digits after +998, there is no extra 8 or 0 in front, and you dialed 998, not 996.
